I need to know how does flood delay works with all three settings,

1. the FORUM>others flood delay
2. the global CONFIG flood delay
3. the global CONFIG>SECTION flood delay

if X forum's flood delay is

1= 30 sec
2= 20 sec
3= 10 sec

what will be the exact flood delay of X forum then ??
30+20+10?? or 1's or 2's or 3's overridden ???

There is nothing about flood delay in FAQ.

There is example and explanation in FAQ (http://poster.freddy.lt/faq.php)

Check chapter 05. Posting related -> 03. Basic settings.

If delay in "FORUMS" -> "Other" (for specific forum) is not -1, then it will be used.
If delay in "CONFIG" -> "Groups / Sections" for that group / section is not -1 then it will be used.
Otherwise the "global" flood delay from "CONFIG" -> on top left will be used.

Will add this information to the FAQ.

Thanks. I want to set flood delay for just a specific forum to 120sec but I cant because in FORUM>Other tab the max is 89sec and if I change something from CONFIG then it will effect all the forums. Any solution ?

The flood delay is in minutes everywhere.

How do I set flood delay for a topic and not a forum? I want to set a 30 minute flood delay per topic, not the whole forum.

Thanks

Flood delay should not be used for such high intervals.

Just use interval posting. You can schedule to that one topic per 30min interval as described in FAQ: http://poster.freddy.lt/faq.php?expand=faq604
