For some types of forums the program detects automatically if forum itself is asking to wait specific amount of time. That's not possible to change, you will get the exactly same message via browser (to wait x seconds).

You might as well set a custom flood delay for some forums in "FORUMS" -> "Other settings", but I doubt that.

It's probably just the forum asking to wait that time.

No not just one specific forum.For example,ı open 15-20 thread sometimes forums not gives that error but sometimes it gives that error.I have 10 forums for example,all show that flood delay.I abort all that time,and rety all,it starts to open 1-2 thread after gives that flood delay again.

That's completely normal if forum is asking to wait. You would see exactly the same thing via browser.

Did you checked that setting for that specific forum?

If you still are getting it I would need:
* URL
* Login details
* Forum ID
* .txt file with some message to test for.
